> Chapmans Rd is a restricted area for vehicles under 3500kg during the night. This is to try and combat boy racers in the area. There is currently no signage at the rear exit of the Port Hills Rd NPD petrol station that exits onto Lock Cres and in turn onto Chapmans Rd. This creates a loophole that anyone exiting out the back of NPD, onto Lock Cres and then onto Chapmans Rd will not pass any signage and thus have a defense against any enforcement action Police try and take.
