> guttering along this side of Halswell Junction road presents a problem in that on the South side of much of the area from the Akaroa Highway to Murphys Road, the gutter is ditchlike in structure, therefore the gutter cleaning trucks can't access this area. this area is a disgrace. it floods in winter and hasn't been cleaned for at least a year.
