> Saw a person (black hair short build dark skin Indian style) throw Rubbish from his car as he was driving along Kainga Road He stopped when I signalled him Told him he needs to pick it up He went back but did not pick it up saying it was just a banana skin I said didn't matter was still litter I said I'd been a CCC warranted litter officer and gave him my Environment Canterbury Ranger Card I said he should call CCC and say he'd littered and should get a fine He was in a silver Nissan CJN391
