> the owner of this car consistently parks his vehicle when visiting 12 winchester street Lyttelton, as shown in the photos. he often parks across the pavement as well. he has been asked by various residents not to this but has taken no notice. the location is close to the primary school and is a potential danger to various drivers, pedestrians, cyclists etc as winchester street is a busy thoroughfare. is it possible for someone in authority to contact him about this? thanks
