> This car is always parked outside Te Hapua Library. I think the guy sleeps in it I have seen it pull up, he puts his phone in a holder on the dashboard, puts up shade covers over front and side windows, and stays in the car. It is often parked there for a week at a time, maybe moving for one night before being back again. The guy is potentially recording people on his phone it seems which is also concerning. As there are children often going into the library, I am concerned about the location he seems to be living in and also what his phone is doing.
