> This man on a bike is regularly riding his bike(no helmet)with his dog off lead.Dog often well ahead of him&rushes up to me&my dog&growls/barks.He can’t see or hear me yelling to ask him to control his dog. My dog is becoming increasingly scared (so barks in response in fear) because she is on lead&dog comes running at us. Ive spoken to him&he just says”my dog is under control” but can’t explain why he couldn’t see or hear me yelling for help.This photo is him riding off refusing to do anything
