> Papanui Rd at St Andrews College. The footpath is blocked with cones and tape. Pedestrians have to step into the cycle lane to bypass this. Busy footpath for schools here, and a busy cycleway too. Looks like the cones may be there because of a dangerous tree on the College grounds? No detour or traffic management provided for peds to get safely around blockage. Please investigate thanks.
