> Re 19 Heathcote St. This property has a fenced yard between it and the Heathcote River which appears to be on Council River Reserve. The yard has recently been covered with compacted hard fill mixed with cement which would seem to be not permitted in the District Plan. (Within 30m of waterway). The "illegal" fence is approx 7m from the waterway. I am part of a community group trying to encourage planting along the river to enhance the recreational value for residents.
