> Went to turn water off at street so I could change an outside tap washer. Discovered two things, 1. The access to the street valve was filled with water. And 2. There is no handle on the valve. It also looks like someone has rounded / burred off the top of the valve. Someone needs to inspect the valve and replace as necesssry
