> Several dogs on this walkway today not on leads. Walking our puppy came across two larger dogs 3 people who said it was ok as they were "under effective control " even though I had to pull one off my puppy who was trying to stay away- other dog growling at it and trying to get to my dog. The only effective control they had was smirking and walking away hoping their dog would follow. There were several other walkers who as we approached stopped and put their dogs on leads
