> Manhole cover to access a double wide gutter bridge has been asphalted shut in the last road seal last year. Now we cannot unblock the gutter which is severely blocked now since the chip was washed into the gutters. The recent downpour caused flooding. I'm happy to clear the gutter but I need access as do contractors I would imagine. Stagnant water in gutter has led to a mosquito infestation
