> I was trying to work out why there was so much rubbish in our yard so I checked our cameras. I found that the man emptying the recycling bins opened our neighbours bin,removed some items and left them on the ground. He then empty the bins into the truck and drove away leaving the rubbish on the ground. This has then blowed all over our yard. I’m just wondering what the correct procedure is here if incorrect items are in the bin, as I would not have expected rubbish to be just left on the ground
