> Drain in low point of foot path (tread plate cover with drilled holes) has been blocked for a number of years (acorn debris?). In winter water ponds on foot path, pedestrians try to bypass, berm turns to mush making slippery for pedestrians in proximity to busy road. Can drain be used blocked?
