> There is a pipe that comes out of the gutter on retaining wall that must have a flap or pump attached as at times water will suddenly pour out of it and run down the middle of the road. If it’s a cold morning it could freeze and it’s a very steep road that if frozen could be extremely hazardous to cars and walkers as there’s no footpath. It’s a lot of water when it pours out and it’s not a proper gutter so runs straight across road. Not sure about solution. Thank you
