> My neighbour's is an excessive water user with water running down the gutter every night from just doing the berm.he puts it on and goes away for up to an hour and a half and leaves it then shifts it to the other side of the berm.90 percent of the water just flows away into the drain at the corner.he needs education.he was the highest water user in the area last summer
