> Drain in gutter blocked water not draining. Can see rubbish in it like plastic bottles. I didn’t have phone on me so used internet photo. Your app won’t let me proceed without photo and when I took a blank photo it got stuck in s loop trying to find incident type. Need option to proceed without photo or suggest own incident type
