> City care workers are in a deep hole fixing the water main that burst. (thank you for this) However when I drove past and beside the hole, it looked like the entire work site was empty without anyone, then as I got very close to the hole with my vehicle and only a single cone separated my vehicle from the hole. I noticed two workers crouching in the hole. There was no spotter and there is a risk that if a driver is distracted they could easily drive into the hole and crush the two people.
