> I am the owner of 1 and 3 Dallas Street. This property at number 5 has been abandoned and leaking water since 2011. The flow varies. Sometimes there is algal growth in the gutters. Pedestrians have to cross out onto the street. My tenants living in number 3 are concerned the stagnant water is a health risk. Can anything be done?
