The reporter’s words
This greeted us in Hagley park this morning presumably as an aftermath of the Lantern Festival. Every permanent bin in the vicinity looked like this. Why did the council not foresee this and insist the organisers had enough bins at strategic points. And why did the council not enforce the organisers to tidy this early so other park users weren't confronted by this mess in many spots.
