What this actually is

Nearly everything else this city publishes is a record of something already done. This layer is mostly the other way round: a shutoff is filed before it happens, with the street, the window, and how many properties it takes out. That makes it the most genuinely actionable thing on the site, and it is why the feed pins future-dated rows above the news instead of burying them under it. One caveat: the layer carries a row per affected main, so the same street and the same hour can be filed several times over, those are collapsed here.
