The reporter’s words
A week and a half ago I saw the man in this house come out from onto the street with an arm full of cones and put them out between car. He then pulled no parking paper signs out of his pocket and put them over the cones. Since then he has started put out more cones - outside his property he now has 8 cones. I’ve seen him checking the coned area regularly and if someone parks too close to his cones he takes a picture of the car and then another picture of the license plate.
