The reporter’s words
Was on a run and noticed a recent looking pipe repair (new asphalt square on road) was leaking through edges of repair. River was in high tide, so I suspect it was from a stormwater repair when the river water goes back up through sump outlet at high tide. Get contractor back out there to repair properly.
