The reporter’s words

Have to wonder whose idea it was to install the new rubbish bins so close to the children's playground. Given how many dog walkers use the park and bin, the stench is dreadful! Last night the children playing were effected by it. And how are dog walkers meant to use bin if we follow the sign that says we need to keep away from the playground. Could the bin be moved closer to the toilet blocks?
