The reporter’s words

I’ve reinstated this cover many times over the last week and often I arrive to property to see it inside the Toby box itself. Now I see the seat position has been broken so will happen often. Is a H&S hazard now as people will fall into hole. This location is next to a rest home so the problem is urgent please.
