My side of the fence is damaged, upon asking my neighbour there handyman turned up to look at ,his reply was your side of the fence is damaged it's your problem to fix it. My question to the handyman was why did you raise hard against the fence with aggregate that has caused the bottom of the fence to collapse,his reply was go and ask the council and developer. Second thing water Clough's up since neighbour has raised his side So I have attached a few photos , please clarify who is responsibl
