The reporter’s words

There has been water flowing down this gutter for a long time, but I haven't been able to stop and report it because of the adjacent no stopping. I managed to stop today and while I was taking the photo, a gush of water came out of the stormwater for about 30 secs. Is this some sort of spring with an automatic drain?
