Excuse my language, but who is the fucken moron who has left a cattle electric fence on a public walk way on and charged (note - not a top wire, a three wire fence at /child to prevent cattle from going into river when being moved). The other fences also appear to be on despite no cattle being present anywhere. This is a public hazard. Please forward their address for service. Both my dog and my self have been shocked by this fence, and I will be sending the the vet bill.
