Hi- I just feel the need to report the misconduct of numerous dog owners walking their dogs without leashes. This is not a new fenomenale, it just got highlighted again yesterday when we went for a walk with our 14week old puppy for training (leash training) we had no less than 5x dogs running up to us without their owners in immediate sight. At the same time small kids were drawn to our pup, not that we want anyone patting her, but we needed to slow down to fend off dogs, and the kids got scare
