The reporter’s words

Hi A homeless person is camping out on the footpath behind a small archade on the corner of Riccarton and Waimairi Roads. When I walked past at 8:30 am there was bedding covering the footpath but no person. This is the same case now at 4:14 pm. Does the Council have any power to help the owner of the bedding, (if he/she appears,) move to a shelter? If the owner does not appear can the bedding please be removed. I was not sure if this is a government agency or Police matter but as the Christchurch City Council will have bylaws as to where people can camp out, I thought I would first approach the Council. Regards Ross Nicholson
