The reporter’s words

There is a weed growing out of the rose bush on the corner or Charles St and Grafton St, Charleston Reserve side, it is grown to a heigh where a small car is unable to see oncoming car/traffic. Can this please be removed or are we able to just pluck it out? I do not want to ruin the rose bush. Thank you
