The reporter’s words

On Craven Street, heading west, there’s a raised crossing for the cycle way. There’s a small ‘Give Way’ sign on one of the posts which is facing the oncoming traffic (that is heading west). Is this sign for cars to adhere to or for cyclists/pedestrians? It’s very dangerous because it’s a small sign nearer the cycle way so I assume it’s for cyclists, but cyclists just zoom through expecting cars to stop. If it’s for cars, it’s hard for cars to see cyclists coming. Needs clarity please.
