Driver unable to park in the clearly marked bay impeding pedestrians, pushchairs and other pavement users. As they do regularly. Due to age of driver and his dangerous previous manouvers (swerving into a cycle lane appearing to aim to knock over a person entering their parked vehicle), he should be considered for a licence retake
