The reporter’s words
Cars parked such that vehicles can’t get past without driving off the road, onto the roundabout , and making a mess of the roundabout. Also, there is a pothole in the road. The wet weather is making the situation worse. Either needs sealing part of the roundabout to allow cars past or yellow “no parking” lines on the roundabout.
