The reporter’s words

Stormwater culvert and culvert drainpipe full of silt and leaves since state of emergency. Extreme flood risk to properties along culvert due to silt-increased height of stormwater build up and high tides. Culvert not performing its job to prevent flooding. Nowhere for overflow to safely flow. Silt and leaves to extent that there is little water in culvert at low tide, no fish or eels present due to water loss resulting from silt build up. Silt urgently needs to be removed from the culvert.
