The reporter’s words

This person has parked their car blocking two driveways and a good metre out from the curb. Called the council and told they don't do anything at night time and only have people go out to deal with this sort of thing in the morning and would not accept pictures as evidence either, meaning they will get away with it with no fine despite putting residents at risk if there's an emergency and being half out on the road.
