The reporter’s words

This car is at the Skatepark Washington Way. There appears to be a person living in it, it's a mess with stuff packed inside and on top. The guy living in it is scary and is annoying the teenage skaters, but is upsetting the younger ones by trying to help them, talk to them etc. The car is a mess and there is rubbish around the car including a road cone belonging to IsaC. He invites the young kids to "draw" on his car with pens.
