The reporter’s words
The cafe "Not Typical" below my upstairs flat constantly overfills their rubbish bin, including food waste. This causes odour and attracts flies and rats. My door is right next to the bin. They should only put in so much as to still be able to close the lid tightly, and use a green bin for food waste.
