The bark needs replacing. As youcan see from the photos the wind has blown off the thin layer of bark and left compacted bark dust. This depth of bark doesn't met health and safety regulations. I have asked before and told that it would be done on regular maintenance. To date nothing has happened about replacing the bark it is now a healthy and safety risk.
