Man camping long term. Can be sighted from boat ramp on Avon Loop, hidden behind bushes on Fitzgarald Ave by bridge on corner Fitzgerald and Kilmore. Yelling out this morning to someone? "stop torturing me, leave me alone" Site surrounded by litter. Coul be dangerous/unpredictable as history of strange behaviors
