The reporter’s words
the path is completely flooded and you cannot pass on foot unless you have gumboots or via the dog park. There is no signage warning you that the path is washed out and the gates to get into the dog park are 200-300 meters away from where you discover there is flooding which is quite a long way to go if you have mobility issues.
