The reporter’s words

Even though a drain was dug by CCC, that has not solved the issue. The grate is installed higher than the water table. Water hasn't been below the grate level for several years The grate needs to be higher, so there isn't a big pool of water for a toddler to drown in, and for mosquitoes to breed in.
