The reporter’s words

received this in our letter box last Wednesday regarding recycle bin , it wasnt our bin as we dont take it out its from 21 surfers place but they always put outside our address 19 surfers place , also not sure why it takes 3 people to check them and out of all 3 of them they couldn't even be bothered looking at the number on the yellow bin to see it wasnt ours , also on the council page it says people must put there bins outside of there on property which they never do
