Emaciated and very sad looking female pitt bull out on Flay Crescent again. Couldn't photograph at the time.Poor dog looks to be being bred off, with feeding teets again (often). Animal Welfare should go check. Residents are also extremely noisy almost daily and place is a mess, kids look uncared for (adults look on substances). Contacted KO numerous times.
