stagnant water constantly in roadside drain all the way down victors rd. no storm water drain till half way down the street flowing uphill so it stays still growing scum until a decent rainfall. growing algae, and smells. needs a road sweep for now and a permanent solution as it's been like this since the earthquake! spring of water coming up outside 63 victors rd the cause.
