Every time someone reports a problem to the council they usually take a photo. Nobody ever looks at them again. There are 384,000 of them, broken footpaths, dumped couches, flooded gutters, tagged fences, fallen trees. An accidental decade-long portrait of a city, one annoyance at a time.
