Sixteen seats, drawn to be even

The wards were drawn to carry about the same share of voters, an even split is ~17,547 electors a seat. The outliers tell their own stories: Banks Peninsula keeps its own seat on 7,613 electors because the harbour and the hill bays are one community of interest the rule can’t split, and the growth suburbs have outrun the draw: Halswell now enrolls 21,168.

Who turned out, October 2025

Papers returned as a share of enrolled electors, the electoral officer’s own count. The peninsula’s papers come back at twice Riccarton’s share, the geography of who votes local.

The six community boards

The record behind this

The boundaries are the council’s own electoral layer, joined to the suburb roll by each suburb’s centre point, ward edges don’t always follow suburb lines. Prebbleton, Tai Tapu are in the suburb roll but outside the city entirely: Selwyn district, which elects its own council. The mechanics: how community boards work · how councils work.
