this is clearly the housing for some form of street sign which has been cut off or otherwise removed and left a protruding sharp circular edge 1 cm above the level of the pavement. It's a trip hazard for somebody walking and it's potentially devastating for somebody riding a bike and hitting it. And it's not on Manchester Street it's very near the townhouses at 197 Hereford
