Central City. A public drinking ban, at all times, 24 hours a day, seven days a week, covers most of Christchurch Central City.

10 sensitive sites stand here, Ao Tawhiti Unlimited Discovery, Catholic Cathedral College, Christ's College, Christchurch Bus Interchange, Christchurch City Mission, Christchurch East School and more, and the Local Alcohol Policy restricts new off-licences within 50 m of them.

The council’s bylaw zones and the Local Alcohol Policy’s buffer list, read from the Regulatory open-data service. A ban rules drinking in public places; it says nothing about whether a premises may sell, that is the licence register’s job.

What is known

In the winter of 1869 the City Council fenced Cranmer Square — the works committee had fencing plans prepared in July, and the fortnightly works return at the end of August records men "erecting posts for fencing Cranmer Square".

In January 1882 the promoters Joubert and Twopeny asked the City Council for the use of Cranmer Square to erect buildings for an international exhibition they planned to open that April.

At an informal council meeting on 13 January 1882, Twopeny said the promoters would sign a bond to give the square back "in exactly the same condition as it was before" and would not injure any of its trees; he asked for Cranmer rather than Latimer Square because money had just been spent laying Latimer out.

The exhibition never came to Cranmer Square. When it opened in April 1882 its buildings stood in Hagley Park, on the angle formed by the junction of the Riccarton and Lincoln roads.

By the early 1900s the houses around Cranmer Square ran heavily as lodging and boarding houses — the Star's columns carry years of boarders wanted, rooms to let and servants sought addressed to numbers 2, 3, 10, 20, 22 and 30.

In July 1900 a memorial committee chaired by H. F. Wigram met in the city council chambers to decide how Canterbury’s fiftieth jubilee should be marked, weighing proposals that included completing the north transept of ChristChurch Cathedral and a jubilee home for incurable and chronic cases, before resolving to ballot members on the twenty-four schemes put forward.

In August 1900 the committee adopted a scheme by the mayor, William Reece: a stone obelisk surmounted by a seated bronze figure of Queen Victoria, its base carrying bas-relief groups for the pioneers, the province’s industries and the sending forth of soldiers to South Africa, with a bronze tablet recording the foundation of the province.

After Queen Victoria’s death in January 1901 the committee decided the memorial would be a statue of the late Queen, and ordered it from England while subscriptions stood at about £816 of the £2,000 estimated cost.

The public subscribed slowly: by April 1901 the committee was still about £600 short of the £2,000 estimate, the Ashburton Borough Council’s circulated list had gathered under twenty shillings, and a subscription list at the Farmers’ Co-operative Association had drawn a single shilling.

The Duke of Cornwall and York laid the memorial’s foundation stone on 22 June 1901 during the royal visit to Christchurch — the only ceremony that day — with mayor A. E. G. Rhodes handing him the trowel.

The memorial also stood as the province’s South African war memorial: its estimated cost covered the Queen’s statue and “the memorial to our soldiers who have fallen in South Africa”, and it was to carry the names of the Canterbury men who fell.

By April 1903 the statue was in position in Victoria Square, and the committee decided not to wait for the contingent panels still expected from England about 10 June, planning the unveiling before 24 May.

Mrs Wigram, wife of mayor H. F. Wigram, unveiled the memorial in Victoria Square on Empire Day, 25 May 1903, before a large crowd; the statue faces Victoria Street from a high pedestal above a grassed mound.

The subscription appeal ran in the Star week after week through March 1901, the committee publishing its running total — £911, then £939, £960, £1,007, £1,024, £1,032, £1,047 — as it inched toward the £2,000 estimate.

Barbadoes Street Cemetery's burial record runs in three Church of England registers: No. 1 from 9 April 1851 to 29 January 1870, No. 2 from 2 February 1870 to 3 September 1882, and No. 3 from 4 September 1882 into the 1970s.

The cemetery's ground was surveyed in nine historical plot plans, block by block — bordered by Barbadoes Street to the west and Cambridge Terrace to the south and east — and the plots are not consistently numbered; beside the lych-gate in block 3A, plot 780a is noted as apparently infant graves.

The plots were sold: a separate burial plots book keeps receipt numbers, purchasers' names, plot numbers and sizes, and amounts paid, and its later pages record deposits on part-purchased plots, the completed purchase, and when title was given.

By 1945 the cemetery sat inside a built-up city — a view across its headstones that year shows residential houses over the back fence — and by 1979 its graves and headstones were weathered, broken or fallen over; headstones still stood in the western portion in 2005.
