The reporter’s words

The Charles Upham memorial clock tower and rose gardens badly need some love. Since it has been fenced off (poorly) it is being used for tagging practice and other 'unsavoury' behaviour. I live just above it and am not looking forward to another summer of lying awake at night listening to drunks in the gardens below, and waking up and picking up all their rubbish. What is happening with this area? Why hasn't it been fixed yet? It is attracting crime and is a disgrace for a historic site and memorial to leave it like this for so long.
