The reporter’s words

What's going on with the Pedestrian/cycle light timing at Manchester/high/Litchfield? People were waiting at the light with the red man/cycle lit through two cycles of green lights for cars on Manchester - this is way too long and leads to people unsafely crossing on red because they don't think the light will cycle. When the works at high were on, the pedestrian light was cycling automatically and much more frequently - is there a reason that wasn't retained?
